Zhejiang has a developed economy, with a GDP ranking fourth in the country and strong demand for energy consumption. Zhejiang is also a small province in energy production, and its energy and electricity have long relied on imports from outside the region.

During this year's peak summer season, the highest electricity load in Zhejiang Province exceeded 123 million kilowatts. At present, Zhejiang Power Grid is interconnected with surrounding provinces through 9 500 kV transmission lines, and with Anhui, Fujian and other provinces through two 1000 kV high-voltage AC transmission lines. The power grid is interconnected from east to west and from north to south, building a new era of development bridge for provincial and regional cooperation, and transforming the continuous supply of electricity into a powerful driving force for promoting the integrated development of the Yangtze River Delta region.

The main network is interconnected, and the distribution network is also hand in hand. In 2019, State Grid Corporation of China explored the "dead end road" of electricity in Jiashan County, Zhejiang Province, Qingpu District, Shanghai City, and Wujiang District, Jiangsu Province, which are the core areas of the Yangtze River Delta integration. A cross provincial distribution network connection line was built to provide more reliable power guarantee for the high-quality development of the three regions, and also to provide a replicable demonstration sample for inter provincial power distribution network interconnection..

At the same time, Zhejiang and Anhui provinces began the first day of this summer's electricity exchange and mutual assistance. During the peak summer season, the two provinces exchanged 1 million kilowatts of electricity based on their electricity consumption characteristics, and improved their power supply capacity through cooperation in the Yangtze River Delta region. This is also the third consecutive year that the two provinces have carried out power exchange and mutual assistance.

Unlike one-way outward purchasing of electricity, mutual benefit of electricity optimizes the allocation of electricity resources based on the difference in peak electricity consumption periods between two regions. The industrial structure of Zhejiang and Anhui provinces is different, and there are differences in peak electricity consumption periods. According to the "2024 Peak Summer Electricity Exchange and Mutual Aid Agreement between Zhejiang Province and Anhui Province", Anhui will send electricity to Zhejiang from 18:00 to 19:30 every day from July to August this year; From 20:30 to 22:00, during the peak electricity consumption period in Anhui at night, Zhejiang sends electricity to Anhui. As of August 31st, the total mutual aid electricity between the two provinces reached 186 million kilowatt hours, effectively alleviating the pressure of ensuring supply between the two provinces.

This year, power companies from provinces such as Shanghai, Jiangsu, and Zhejiang signed the Yangtze River Delta integrated power supply guarantee mutual assistance agreement and completed cross provincial power transmission tasks multiple times. The Energy Regulatory Office of Jiangsu Province is collaborating to promote the second trial operation of the surplus demand side adjustable resource mutual aid transaction between provinces and cities in the Yangtze River Delta region. 17 demand side operating entities participated and applied for 136000 kilowatts of electricity, fully filling the 100000 kilowatt load gap of the Zhejiang power grid during peak hours.

Nowadays, the power exchange and mutual assistance in the Yangtze River Delta has gone from being a pilot project in Zhejiang and Anhui three years ago to comprehensive regional participation, promoting the realization of better power allocation and more efficient utilization.

Mutual integration and mutual benefit to optimize the electricity business environment

The "Three Year Action Plan for Integrated Development of the Yangtze River Delta Region (2024-2026)" proposes to accelerate the improvement of the integrated development system and mechanism, deepen the "one-stop service" for government affairs in the Yangtze River Delta region, promote the remote virtual window cross provincial service model, and innovate cross provincial "one-stop" integrated services.

In recent years, State Grid Zhejiang Electric Power has closely adhered to its strategic positioning in the Yangtze River Delta region, continuously innovated service measures, promoted cross regional electricity business, and continuously optimized the electricity business environment in the demonstration zone. In June of this year, power supply companies in Jiashan County, Zhejiang Province, Qingpu District, Shanghai City, and Wujiang District, Jiangsu Province signed a cooperation agreement on "remote handling" of power supply services. Following the service concept of "convenient, efficient, and seamless integration", they jointly created a "cross domain linkage, one-stop service" power supply service model.

For key construction projects in the Yangtze River Delta region, the three power supply companies have established a cross regional coordination mechanism for electricity consumption and installation, ensuring that the project's electricity demand is integrated and approved across regions in the Yangtze River Delta region. In order to meet the electricity needs of enterprises and residents in the Yangtze River Delta region, the three power supply companies have optimized the high-frequency business processing procedures and provided convenient services such as "online appointment and offline processing", achieving single business "cross domain direct processing", simple business "cross domain agency", and complex business "cross domain assistance".

Nowadays, this "one-stop service" model has expanded from the core area of the Yangtze River Delta to Jiangxi, Anhui and other places. Multiple power supply companies have jointly released measures related to "cross provincial service", allowing users to run at most once, or even not at all. The mutually beneficial electricity management model enables a better business environment and stronger development momentum.
